Gates, J.D., and Russell Lehman, J.D. This course was the third tribal concentration course of the students’ first year of study and focused on the organizational structure and operations of tribal governments. The structures and institutions within Indian Country are often based on a complex amalgam of Indigenous law and policy, tribal constitutions, non-Indian law and policy and myriad written and oral historical sources.  Students critically analyzed tribal organizational structures and practices including management systems and budgeting processes. The “declaration” was a primary focus of class with examination of the historical context and the current political/legal environment existing around Indian Country and in Washington D.C.  Students also analyzed the scope of authority of tribal courts and the separation of tribal legislative from administrative and judicial functions.  EVALUATION Written by John D. Gates, J.D. Leon Cordier successfully completed and submitted in a timely manner a series of seminar papers in which he demonstrated above average competence in the subject matter areas described above. This quarter, Leon’s written work demonstrated a high level of understanding of tribal organizations, from the tribal perspective, including mechanisms intended to promote tribal self determination and self governance when collaborating, negotiating, and building consensus between tribes, federal, and state governments, and other interested parties. Leon’s participation and contributions to in-class discussions and seminars are thoughtful and helpful to his classmates. Both he and his classmates would benefit greatly by him working to become more vocal and engaged during lectures, and especially seminar. He adeptly connects the assigned core readings to readings assigned in this concentration class, and aptly speaks to matters related to tribal sovereignty, self-governance, and tribal self-determination in the 21st century. Leon’s public speaking skills continue to show improvement with each opportunity presented. For his final paper, Leon examined the Rosebud Sioux Tribal Constitution and paid particular attention to the section regarding tribal elected officials’ term limits. Leon identified short term limits for elected officials as being a major impediment to tribal government efficiency, effectiveness, and stable growth. His suggestion that the Rosebud Sioux Tribe amend its Constitution to lengthen two year terms of office to four years is consistent with many authors, scholars, and others who have written extensively on this subject, as well as the Indian Reorganization Act’s lingering impacts on contemporary tribal governments. Leon’s paper was sufficiently on point, however he may benefit by demonstrating a bit more analytical discussion regarding his topics of interest. This instructor believes that Leon will succeed in the MPA program because of his tremendous dedication and the seriousness he brings to each and every class meeting. It is strongly urged that he continue to focus on developing his writing and public presentation skills, and not be averse to seeking out others to help him continue to make a successful transition to accomplish even greater success at the graduate level. Leon works collaboratively and effectively with his teammates in seminar and in assigned group project activities. As in previous quarters, Sonja’s research was backed by appropriate and extensive sources, all of which were cited and consistent with APA standards.
